The President should never have no power and is not responsible for policy development. <br /><br />No one listen to him anyway. even if past Ambassadors pay him lip service. <br /><br />Even today Ukraine's foreign polciy is determined by the Parliament and is only administered by the office of the president and ministry of defense and foreign affairs.<br /><br />The main need for Ukraine today is political stability. Yuschenko has done more to destabilise and undermine Ukraine then any other person.
